    It looks like a fuchsia to me. In which case it would stand a fairly severe haircut to tidy it up. Not 100% though so see what others say.

    My first thought was fuchsia, from the growth habit and leaves.  When you say it has no flowers, it is a bit early for fuchsia to flower. Or did you mean you've known it a long time and it never flowers?  In which case it is probably something else.
