Help is this a Thug?

Please help to identify this plant. It is growing in front of my Ceanothus and it about 18" high and looks like it is still growing! It looks very healthy😦. Thanks in advance for any help.

    Might it be borage?

    My garden is only 2 years old. Would borage appear like magic? I'm really concerned as it looks big and is getting bigger by the week.

    If you didn't plant it and it's growing really fast, it's probably a weed with thuggish inclinations.
    In London. Keen but lazy.

    That was my initial thought B3. Don't want to disturb my beautiful Ceanothus so think I'll go out now and dig it out. 😤 Thanks.
