Hi,
My neighbour have a lilac on the other side of the hedge so I'm hoping this is one of its shoots. Any idea?

Yes they look like lilac shoots. That ones leaves look a little bit out of shape, but the others behind with the pointy tips confirm it.
They do tend to sucker quite a bit.
