Cuckoo Spit

I seem to have a massive amount of this in my garden at the moment. I know the insect is mostly harmless unless eating the tender tips of things (then it gets hosed off) but just wondering if anyone else has a lot of it right now and if so why the sudden population explosion?

    There seems to be plenty here, as well as Shield bugs all over the Buddleias.
