No leaves

Good morning all, i hope you can help ? I bought a plum tree and it's now well into April and it's no leaves on..I have bent the branches and they are all whippy and seem full of life .do you think I should take it back or wait a bit longer.

    Are the branches totally bare or are there small buds along them. If you scratch the bark on  a stem it should show green if its alive, brown if dead.

    Mine is exactly the same, I am at a loss with what to do with it.
