Pest on rose

Please, anyone know what this pest is? It's on a rose and I have picked off a dozen over the last week. You have to really look for them because they hide in-between the new growth. They move like a Magots, leave web like stuff around and destroy leafs and flowers.
I had these last year on the same rose and never discovered the pest until the rose was a mess.
So far I have picked off all the pests I can see and removed two inches of soil from the pot.
I'm trying to avoid using pesticides. The rose looks very healthy because I have removed these before any damage can take place, I fear they will never stop showing themselves.
Any advice or idents would be great.
