Unknown invader destroying my shrub

I hope somebody can help. I have a lovely shrub tree in the back garden but it's being attacked by something and I don't know what it is or what to do. see pic
Any help would be gratefully appreciated

    Is it a viburnum?
    In London. Keen but lazy.

    My first thought was viburnum beetle.
