Clematis Armandii not looking great

I bought half a dozen Clematis last November and planted them.  All are dealing really well, except for this Armandii.
There is only one brown stem coming out of the ground (you can see it running parallel with the bamboo cane); that leads into 1 green shoot which then has the tiniest bud which hasn't done much over the last few weeks
What's the thoughts on this?  I assume it's not normal for this time of year?
Should I chop that single stem right back to just a few inches from the ground, in the hope that it throws out several shoots?

Help please.

    is it growing through grass? that certainly wouldn't help matters.

    No; the grass is on the other side of the fence.

    Thanks for the diagnosis folks; no point in wasting any more time on it, or it taking up any more space in my bed.
