Looks like damage from weedkiller or similar spray - is that a possibility?
I have to say the stem doesn't look very healthy and may be infected with black spot - did you have any of that on the leaves last year?  More photos showing the whole plant and ground beneath might help but on that evidence alone, if it were my rose, I'd remove all potentially infected material by cutting it back to about 1-2 feet high, just above a bud and hope the new shoots are strong, green and healthy.

I just wondered it might have been the spray I know there is something in some instructions of something  like Roseclear or other preventative that says do not spray if frost or cold conditions is/are imminent or in bright sun on new growth.
Sorry it may have been another product but a possible cause. Some of the small print is....small :D

If you sprayed it when those bits were just coming through it might have caught that particular part at a vulnerable moment. Or feed of some kind could possibly do it too.

There is next to nothing wrong with your rose, please don't worry about it... and absolutely no need to cut it down... all the new foliage is healthy and the rose is growing vigorously.... it has a minor fungus infection.. just remove the worst affected leaves.. there is no need for sprays either in my opinion... also the mottling on the canes is not a problem... I have loads of roses like that, and it causes no foliage issues..

Best of luck and enjoy your Etoile de Hollande...

Thanks for the 2nd photo Andrew which has help enormously and agree with Marlorena.
It looks very healthy and I now think the white spots are from a combination of rose clear and adverse spraying conditions, such as sunny weather and very young foliage when it was applied.  Stuff like that is best avoided for all sorts of reasons.

I didn't think Andrew was overly worried, I thought he just wondered what the particular local damage was to those few leaves in focus :)
I thought it was healthy because he had sprayed it earlier :D:D

I'd be more concerned about the size of the pot for a rose like this... it's ok for one season, but will show signs of deterioration next year... as it becomes pot bound..
