Not sure but if its not in the way or causing a problem I would leave it and see what materialises flowers fruit might be worth keeping, 'it's almost certainly got roots on your side so eventually you could dig it out and move it if you wanted.

Thank you for your replies. Unfortunately the other side to the fence is a railway track and the it’s a soundproof fence . As a result it’s rather too tall to look over (10ft) . I’m desperately trying to cover the fence and establish a new bed, so I think I’m going to do as recommended and see what happens 👍.
I think it looks like privet too. If it's escaped from the railway embankment, is unlikely to be anything special. Unless you particularly like it, I would say take it out before it gets any bigger.
