anyone know what shrub this is it does not seem to grow

It's a Pieris Japonica. Perhaps look at Mature Pruning Pieris thread and get an idea what proportions it can get to.

They usually thrive in acidic soil conditions, so check your soil is suitable. It's a young shrub, and sometimes, it can take a few years until they have fully bedded down to start putting on growth.

They get quite big then

There are different ones that stay at around 2 meters in height, but a few can get to around 4 meters or higher. They are not that fast growing and do well with pruning and shaping.
