Rosa Rugosa pruning question

I have one of these bushes which is very old and has lots of leggy stems (6' tall).

I already cut this back about 10 days ago at which point some buds were starting very slowly to open.  

My question is this - given that most of the visible green buds are at the top end of the stems, is it too late to cut these back more, given that the cuts I wanted to make would remove most of these visible buds?

Or will it produce more lower down?

    Just cut it anywhere you like, it doesn't matter as it repeat blooms all season, so wherever you prune it, it will grow back and produce flowers over the summer... the only time you would stop pruning is after the main flush if you want to keep the hips... if you prune off the spent flowers you will get more flowers but less hips...

    These plants sucker a lot, I expect your rose is doing that...
