Which spruce species is this?

It was in a park on chalky soil, a tall tree with a conical growth - about 20m tall.

Bark cracked into dark plates with some sticky sap here and there.

Cones long - about 12cm - with very thin papery scales. Scales are tattered/serrated on the bottom edge but not the sides.

The needles are very short - about 1cm, and flatish rather than square - I can't roll them between my fingers. No white lines evident on the needle surface.

My guesses were Norway spruce but eliminated it due to the needles not being square. The cones just don't look quite like the sitka spruce in my book.
