Rocking apple tree

I have a youngish apple tree that is not very stable in the soil and is easily moving when gently rocked, it is also leaning. Other than this it’s reasonably healthy. I inherited the tree when I moved here 3.5 years back. The tree is staked but not very well imo. 
Would it be possible to remove from the ground and re set and stake more appropriately or best to remove all together and replace?
Not sure what variety is, looks golden delicious type.

    Would it be possible for you to construct a double stake like | | with a bar over the top? You could then strap the various branches of the tree to points on the bar, pulling the tree into a vertical position? 

    I have just done this with a dwarf Gala tree which had grown into a spreading shape and, when it became laden with fruit, began to slump forward. It is now looking much happier.

    Yes I did think about that, I may look into it more as I have a couple of sturdy stakes.
