Cut it right down and dig out what you can ... in the spring when any new leaves appear paint them with a glyphosate weedkiller and leave for 2/3 weeks until the leaves are withered and brown and then dig the roots out. You will probably have to repeat this a couple of times, but if you keep an eye on it and treat new growth as soon as it appears you’ll beat it. We got rid of all signs of a rampant Russian vine in a couple of years.

You will get rid of it if you keep at it as Dove describes. Definitely a good idea to start now by cutting back, and getting the top growth out the way so that you can see where you are when it comes back. They're regarded as being difficult to eradicate, but they aren't as hard as some other plants. I managed to kill one and I don't know how I did it. Quite proud of that
