  • For the sake of peace ask your neighbour. After this cut it down and dig out the root

If you do not speak to them write a polite note to start with, stating if it is, or may cause damage to your garage. They may not know or realize.
Your other option is to pay someone or ask a friend to help cut it back to the boundary if you cannot manage it. I would imagine hard to do if you are not able bodied.
Killing it is not nice or polite, may even be illegal? (though I do not know for sure).
As you have legal recourse in being allowed to cut it back to the boundary, so as far as I know . This is what I would do. Though it is annoying to have to repeatedly do it.

You may offer them the pieces back, (if you think they would care) though they do not have to accept, do not throw them, just dispose of them.
We have neighbours who let all and sundry grow through under and over the fence  though it is their fence, I cut anything back to it though it is annoying they don't care.

If you apply weedkiller to the part of the plant that is on your roof you will risk killing the whole plant.

This will then lead to resentment and possible retribution from your neighbour.

Talk to the neighbours first and if they aren't prepared to do anything about it you have the right to cut it back to the boundary.   A decent pair of loppers and a pruning saw should suffice.  Borrow some if you don't have any.

That might depend on whether there is sufficient room to get round the side of the garage or whether the garage roof is strong enough to climb on. A tricky situation. I have a cotoneaster growing out of a wall and haven't been able to kill it at all.
