Portuguese Laurel not thriving

I planted my laurel hedge in March 2017, the hedge is about 100m long which is quite an installment.  Some parts have thrived, other parts have not grown but have some small leaves at the base.  Looking back I think the issue may have been I did not dig the holes deep enough. Will I sit it out or replant.  Any advice greatly received.  Thanks in advance

A photo might help identify the problem @fairky.
After 18 months in the ground the roots should've got themselves well established.

How did you prepare the ground prior to planting?
Is the weaker area more exposed than the healthy bit?

It looks like there's quite a lot of competition from weeds and grass.  If you keep the area clear of competition, and make sure they get enough water, they should do better next year. 

Also, what's the black stuff?  I can't tell if it's a hose lying on the surface or the edge of a membrane.

That is cheap soak hose I got off Amazon which was absolutely useless.
