It's fine to move roses now, provided the soil is workable and moist but not waterlogged. However, I don't advise on moving roses that are very old and huge at this time of year though. They're more likely to suffer and fail due to their size and roots. You could try in the dormant time in winter when you can trim off some roots to keep them compact. Otherwise, a rose that is less than 3 years old should be fine now.
When moving a rose, always prune down the plant to help with handling and also better for the rose in settling down in its new location.
