Love this combination

Hi,
This is the plant combination currently in the St Paul's Cathedral gardens, which I really like.
Can somebody tell me what the two plants are please?

I think it's Kochia scoparia 'Trichophylla' (Summer Cypress) ... the foliage turns a rich crimson-purple colour in the autumn. As children we called it Burning Bush.
