Rose tree

Please can someone tell me what's wrong with my rose tree? The bud just died and the leaves were fronds like so I cut it back and it's growing back the same produced buds and leaves that don't look like roses.

    It may have something to do with the limestone chippings you have on top of the pots.
    I have it on my driveway and it slowly disintegrates making the soil underneath very alkaline, so maybe it's that that is poisoning your roses
