Aha, I missed a bit. Elodea crispa is not the proper name (see 'Synonyms' here). It is properly called Lagarosiphon major, and that *is* on the list above.
Eichhornia crassipes (water hyacinth) is a different plant.

I think so, but I'm not sure. The bit on Lagarosiphon major in the EU leaflet certainly speaks of a ban on sales, but it may be that it's just not fully implemented yet. Joyce's text above, while not a govt, source, certainly implies that it will be soon.
