I agree, the second plant is Gaultheria Procumbens, I was looking at Shallon earlier, but the leaves are far bigger in relation to the flowers. The shrub should be quite low growing as mentioned. A very garden worthy plant for neutral to acidic soils. Only needs pruning when you need to.

2. Is it a short /dwarf plant?
Looks like evergreen Gaultheria procumbens.
After the flowers you will get red berries.
