Two red dots per leaf

Are these bugs? Can’t seem to scrape them off this spiraea japonica.

There are two red dots at the base of every leaf.

Sometimes these exude a kind of nectar. This attracts ants. The ants like the nectar but don’t like to share their tree with caterpillars. The ants protect the tree from other insects.

Perhaps, but my ants were doing something horrible to the top leaf on this sproutling, placing lots of black dots on the underside it had started curling and looking moldy.

The black dots would be aphids for them to harvest their sugary secretions.
