What is this?

My neighbour has asked me what this is attached to her Skimmia plant but I have no idea.

There are quite a few attached all over the plant.

I assume it is some insect of sorts?

They're scale insects - some info here from the RHS

Knowledge is knowing that a tomato is a fruit.
Wisdom is not putting it in a fruit salad.
