Rust on roses

I have rust on some of the new roses I planted last winter. Has anyone got any advice on what to do now and what I can or could have done to prevent it?

    Apparently rose rust is treated like black spot:  spray with fungicide, discard all affected leaves (and stems, if so). It's essential to mulch around the roses, to avoid the rust spores returning to the plant. If it is organic mulching, remove the former and  spread a new one once a month until the infection wanes. I would also fold some grit in around those roses to help cutting off moistness.
