White insects on rose bush

I have tiny white things on my rose bush; on the buds and stem close to the bud, I can't see any on the leaves. They're only a couple of mm long at best, does it sound like aphids?  Or (being hopeful here) maybe some sort of 'helpful' bugs? 

I rubbed a few off and then used the rose on my watering can to pour a bit of water all over. That seemed to clear them a little. I'm not wanting to spray anything if I can help it.

Sorry I can't put a pic up, i couldn't get a usable one.  

Again, thanks in advance for any advice.

    Wooly aphids?

    It does sound like you have aphids. As they grow the shed their 'skin' so that's probably the tiny white bits you're seeing.
    No need to use a chemical spray, a blast of water from the hosepipe will knock them off.
    Alternatively (if you're not squeamish) remove them by hand. I squish them off if there's only a couple on the plant.
