white fungal/pest growth on lemon plant

Hello,

This white mass seems to be spreading along the stem of my lemon sapling. I doubt it is a pest, so is it mildew or some fungus? How do I get rid of it quickly?

The monsoon is approaching where I live, so the rains could spike the humidity and make it worse if this is some mold.

Those look to me like a type of scale insects ...

It does look like that, Dove, it’s what did for my tangerine tree, so they obviously like citrus trees.

Oh no, those insects look like bad news.

I was looking up multiple solutions and found rubbing/isopropyl alcohol as one.
