Hi Ann - not sure but it looks like a scale insect of some kind.
Have you got a photo of the whole tree, and is it otherwise healthy and growing well?
    And somewhere on the hill
Inside the past we hear the bells
    Catching only parts of thoughts
    And fragments of ourselves
    Till we begin
    Again

hi thanks for replying. yes apart from that it' fine. I washed it all off with warm water & a sponge. all my other plants seem fine its just this one tree.

I'd just keep an eye on it and see if they return. If it is scale that is!  :)
The usual remedy is a bit of methylated spirits on a cotton bud dabbed on them, but you'd need to be sure it's definitely that before doing it.
It looks as if it's planted quite deeply - or is it my imagination?

That is definitely  a mega heavy infestation of scale insect.
They are tiny.... the white part is typical.
    See images in link.
