I've no idea why your bulb isn't growing right now ; what I do know is that Scadoxus require the brightest possible place , with a constant (min.20 C) at this time of year to induce growth ( in the daytime ) , with a coolish night following . A very sunny greenhouse receiving at least 8-hours of sunshine per day would probably be optimal . Keep the growing medium moist ; they can withstand long dry spells , but need moisture to grow well .
Saw some for sale in our local garden centre the other day ; in full flower but had been imported from Holland ; so ideal growing conditions then . The Dutch growers certainly 'know their stuff' ; good luck with yours .
