Hedge won't grow green

Hi.

I moved into a new house about a year ago and for some reason the hedge at the front looks very bare, and will not grow many green leaves. 
It is the only headge on my road which is not sprouting well.
Any advice is much appreciated - photo attached.

It looks like a dead hedge to me.

It might be a bit starved for water with the pavement on one side and that bank of chippings on the other. It looks like it gets a lot of sun too and probably salt from when they grit the roads in winter.
