Catmint Conundrum

Hi everyone!
I hope someone reading this can help me with my catmint conundrum (walker's low variety). I planted several plants last June and they did okay (not as good as the ones I planted at our old home - those took off and grew amazingly well, coming back even fuller the next year). I live in Edmonton, Alberta (zone 4A) and now that we are heading into June, the catmint I planted last year has yet to grow from the ground, save for about a 1/4 inch of new growth. I seem to remember that at my previous home, the catmint was already growing tall at this point in the season. How long will it take for these new ones to grow, or are they doomed and do I need to plant some new ones?

    Most nepetas do like really full sun. I'm not sure if that's any help.
