Apple tree - dies back after flowering

Can anyone help advise on the best way to treat this?We had two lovely old apple trees in our garden and both suffered from the same. Healthy until it flowers - and then a few days after blossom this happens.
We lost one tree, and I added another to replace it - but on the other side of the garden.
Now the same has happened to this.
I have tried washing the apple tree in winter, and lastly spraying in an attempt to solve - but my attempts to identify what is wrong are not working - and I think its time to ask for help.
