Help! Grape foliage looks awful year in year out

See the pictures below. I thought it may have been mites of some sort; this winter and early spring I sprayed the grape with tree wash, but the problem seems to be worse than ever. Perhaps it was affected by bad pruning (I pruned in late winter), but regardless, this grape has had this problem for a long time. It was replanted 3 times early in life, but has been for years in its current location. It is in a location where it really is an eyesore. I'd like to either solve it or perhaps get rid of it. Advice desperately needed :'( .

    I agree, likely vine erinose mite.  There's no chemical control available and the general advice usually found is to ignore it as it doesn't affect the crop.  However, given the siting you mention, better advice is probably to replace the plant.
    A trowel in the hand is worth a thousand lost under a bush.
