Garden lawn/landscape help

Hi all, I hope I'm in the right place.
So this year I got sick of looking at the front garden and decided I'm going to try and lay a new lawn, and possibly some plants etc.
When we moved in last year it seems there was a drive underneath and the previous tennants laid tarpaulin over this and some top soil. As you can imagine it didn't end too well. We dug this all up and removed the material only to find we'd hit the hardcore/gravel.
Sadly the ground is so compact with the rocks that it just isn't possible to dig without a mattock. I thought if we're going to do it, let's do it right.
I'm looking for advice on the best way to remove/break up the gravel. I wasn't sure if a rotovator would do this or simply break. Once it's broken up it would then be easier to remove this entire layer ready for new soil and then seeding.
I have attached some pictures which I hope better explains what I'm dealing with. Any advice would be great!

Have you considered hiring a mini digger? You can get them for about £100 a day. It might be worth chatting to the hiring company to make sure the digger is up to the job, but I don't see why it wouldn't be. To me, that sounds far more appealing that breaking your back with a mattock.
Watch out for electric cables, water pipes etc though... 😬
