Hebe having a hard time

Hi,
after a really bad winter, my Hebe suffered some widespread frost damage, causing most of the foliage to turn brown. I removed all the brown foliage in Feb/March but it now looks terrible! I can see it's trying to grow back, how can I save it and make it look good again?

I’ve thrown some out as well, ( along with some Bowles Mauve) are there any bits you can use for cuttings?
