That looks very much like a paeony ... but the plant has hardly any leaves ... the rest of us have to wait to get them established enough to produce flowers

Agree, paeony - but I'm very confused about the lack of foliage! Even rubra plena, which can't wait to get going, has masses of leaves before flower buds appear.
