Rogue Forsythia

Hi,
I have a mature Forsythia in the corner of my garden. However i have noticed that a branch has bent over and rooted in the 6 inch gap between the fence and my shed. This looks as though it has been there a while and i haven't noticed. I can just about reach in to trim off the branches from it with my loppers, but the stump itself is out of reach. What can i do to deal with this? Will i have to resort to chemicals (which i dont use as a rule) or will covering it with black plastic kill it off?
