It’s a sedge,
Carex pendula.
It can take over, but like most plants can be good in the right place.

I'd try to remove it from there ... the crown and roots can grow very large and will force your paving apart and cause problems and expense.

It can be a real pain to get out from paving. It self seeds like crazy. A PITA.
