Terrible soil what can I do

Hi!

Every year I spend hours digging this bed and picking out stones. It quickly fills with perennials and then by the following spring it looks like this again!

is this just normal?

do I just dig weeds up and mulch over the top of all this crap and it will improve in time? Or do I need to dig the whole thing over and dig in an improver?

    If it quickly fills with perennials it's not awful soil. 
    I don't dig round perennials every year. Remove the weeds and mulch

    It’s so compacted. Does that matter?

    It will improve with mulching but if the plants are happy, no problem

    Just think of the stones as slow release mineral fertiliser and the problem takes care of itself. ;)

    So for aesthetics just cover the whole lot with fine bark do you think?
