Trees for cemetery

I have been tasked to redesign the driveway of the cemetery that I work at. We want to plant some trees along the drive but they need to have a nice shaped canopy and a growing habit where the lower branches are high enough to walk under and be able to get a ride on mower underneath. Lastly the roots need to be small enough for the trees to be planted next to a road and not break the road up in future years. 
I know I am asking a lot but is there any trees suitable and meet all my needs?

    This is Merville Garden Village near Whitehouse on the shores of Belfast Lough. It was completed in 1949 and the cherry trees have been a talking point ever since.

    Similar avenue here. The trees have been the same size for as long as I remember.

    Crabapples?  Maybe one with purple foliage?
