When should i plant out my dalias which i've sow from seed / how big should they be?

As large as possible or the slugs will get them -they need protection.
And you can't plant out until after the last frost or you will lose them.

course it depends where you live, but even here (SE UK, fairly near sea) I wouldnt put out any tender plants until at least the end of May probably beggining of June.

I wouldn’t put mine out until end of May either, by then they are in 6/8” pots and can withstand a bit of slug damage.
