If the leaves started curling in the summer, and curl downwards, you could have had an infestation of bay leaf sucker. The recommendation is to pick off curled leaves, if that was your original problem - so if it produces new leaves this year, keep an eye on it. If you get curling leaves in the summer, inspect their undersides to see if there are white insects feeding on them. If the curling happened in winter, it was due to the weather, as Hostafan says. Lots of evergreens have suffered this year.
