Lemon Sapling Wilting persistant problem?

Hey, Im a young gardener with a real need to keep my lemon plant alive Ive tried so much but nothing is working, The edges of the leaves are turning brown and it's slowly dying. its got full sun all day in my window, the temperature is 20C indoors by a window (outdoors 3-5c)
, I mist it daily as recommended in the past and I water it with diluted lemon fertilizer once a week.  The browning leaves were suggested to be from under watering however since water in a smaller pot with lemon specific soil, the soil has never dried up in my once a week watering cycle? maybe its to wet for the plant?? What can I do?

    Let the soil dry out between waterings and don't feed it so often.  

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
