This would be my first time growing fireball lily, I have the bulbs and want to grow them outside border, would I start them of in pot in glasshouse or start them of outside, when in glasshouse or when outside.

Your bulb is probably S.multiflorus or one of its hybrids ; Phillipas advice is good .Just provide a bright position outside and a humus rich soil .

Found in tropical Africa.
I think it is unlikely that they will survive in a UK border.
