Worth planting or to the bin?

First of all happy Good Friday to you all and hopefully you’re enjoying and having a nice holiday. 
Anyway I was trying to plant my plum tree in a pot and decided to do the same with the new bare root roses that I got upon opening the Waltz time is perfect and already speouted white roots on the other hand the climber Rosa scarlet had white moulds in its roots.  Is this worth planting? Or throw it in the bin?

    Is it on the compost or on the root. Does it rub off easily. If it rubs off, and the roots feel firm and not squelchy, I would plant it. Try soaking it in a bucket of water for an hour or two first.
  • The roots seems good and firm. Some of the white moulds rubs off some doesn’t. But will soak in water now for an hour. Thanks so much for your advice.
