willow tree NEED HELP!

Hello!

Recently i found this strange thing on my small willow tree. lt looks like some kind of worms, but i am not sure. 3 months ago, the tree was healthy [before winter] so this thing is spreading fast.
Can anybody please tell me, what is wrong with my tree, and how can i help it.
