Fine to do it now, once you've checked that there are no nesting birds in the hedge ... it would be illegal to do anything that might disturb them if they have started nest building.

If you're cutting it back hard, best to do one side only this year, and the other side in a year or two's time, otherwise it gives the hedge too much of a shock. Plus the neighbours can see through it...
