Starting from the ground up

So now that both of my parents have retired, I wanted to give them something that they can do everyday to keep them busy. So I thought of cleaning up this land space in front of our house where there used to be a garden. For years this 30 sqm. patch of land was left unattended, uncleaned and the soil left to dry, so the other week I pulled out the weeds and loosened the hardened/compacted soil. I also placed coffee grounds which I got from the local coffee shops to somehow add organic material, so now my question is, before I place newly purchased topsoil and frog grass on this small patch of land can I spray it with organic weed killer mix? (Vinegar, Salt, Dishwashing Liquid) I read that if I don't want anything growing from any land that I should use this, but what if my intention was just to make sure that the weeds don't come back from the old soil and not harm the new soil? I'm not sure if this makes any sense but I'm hoping someone might understand me. Thank you in advance.

    JASON, I AM SURE YOUR HEART IS IN THE RIGHT PLACE BUT HAVE YOU ASKED YOUR NEWLY RETIRED PARENTS IF THEY WANT TO BE “KEPT BUSY”?

    WHEN I RETIRED MY ONE JOY WAS THAT I NO LONGER HAD TO BE BUSY. LOOKING AFTER A LARGE PIECE OF GROUND IS A VERY LABOUR INTENSIVE THING. AND THERE IS NO TIME OFF FOR GOOD BEHAVIOUR.

    ASSUMING THAT THEY ARE WILLING PARTNERS IN YOUR LITTLE VENTURE, I WOULD URGE YOU TO KEEP YOUR STICKY FINGERS OFF ALL MANNER OF WEED KILLERS HOWEVER “ORGANIC” THEY MAY BE.

    VINEGAR ALTERS THE CHEMICAL BALANCE OF THE SOIL. SALT IS TOXIC TO WORMS AND OTHER SOIL DWELLING CREATURES. DISHWASHING LIQUID IS MEANT FOR DISHES AND SHOULD NOT BE APPLIED TO SOIL FOR THE SAME REASONS THAT SALT SHOULD NOT BE APPLIED TO SOIL.

    THE ONLY ACCEPTABLE METHOD FOR KILLING WEEDS WITHOUT DESTROYING THE PLANET IS THE REGULAR USE OF A HOE. WHICH BRINGS ME BACK TO THE QUESTION OF KEEPING YOUR PARENTS BUSY WHEN ALL THEY MAY BE LOOKING FORWARD TO IS A LIE IN, A BIT OF A LATE BREAKFAST AND A READ OF THE NEWSPAPER.

    I HAVE NEVER HEARD OF FROG GRASS. YOU AREN’T IN BRITAIN, I TAKE IT? NO MATTER, RETIREES ARE THE SAME THE WORLD OVER - JUST LEAVE THE POOR SOULS IN PEACE TO ENJOY THEIR NEW FOUND FREEDOM.  

    AND STEP BACK FROM THE CHEMICALS.

    Any weedkiller will only act on weeds that are actively growing.  ie it will not kill the weed seeds that are in the soil. So the answer is no.
