Looks to me to much damage by someone washing paint brushs unless they was throwing the waste all over the garden
. It looks more like weather conditions ( drought ) or unless you fell out with the neighbour and they spread weedkiller ? If it is the painters and they have used thinners to clean the brush it could of cause serous damage to the microorganisms in the soil, it might take a while to get a lawn growing again, most paints are water based now and I clean my brushes with water, I cant see very diluted paint waste water doing that much damage. I would rake off the dead grass and top dress with top soil and seed.

Thanks
when they first washed paint brushes grass went like grey hay then died
do u think it’s same problem with n garden in plants ie drought as it we have heaps ground cover to keep moisture in would u recommend taking dead plants out and tidying soil and then replant
Agree.
wait until your daily average temps are above 10 degree. below that, grass doesn't grow any perceptible amount. in fact you might need a little higher temps to germinate grass seed.
your grass seed will need to stay permanently moist.
also of course...if we assume draught was the biggest problem, you need to find a way to prevent it happening again.
good luck!
