Labunum tree problems

Hi ive moved my laburnum tree wich is 6years old when it was dug up there was very little root system and the tree hasnt grown much since planting we did get a few flowers each year what am i doing wrong

Six years old is quite a mature plant to be moved ... how big was it?
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
